By Section 21 of his Order No. 12/2010 the Director of Fővárosi Közterület-felügyelet (Public Space Supervision Authority of Budapest) prohibited without giving any reasons the making of photos of the dogs staying at the Illatos Dog Pond, although there was not any obstacle to this since 2004! By the photos thousands of dogs could be saved each year from being put down and being given the lethal injection.
We, the animal rescue organizations, and animal loving individuals who have rescued several hundreds of dogs each year from being killed at the dog pond of Budapest, by its more common name: Illatos út , turn to the public: we are hindered and impeded in rescuing dogs by Section 21 of Order 12/2010 of the Director of Fővárosi Közterület-felügyelet (Public Space Supervision Authority of Budapest) that prohibited photographing the dogs.
This directorial order is infringing:
- Section 4(1) of Act II/1986
- Section 3 of the Animal Welfare act of 1996 and
- the operating rules of the Illatos Dog Pond itself!
This order by the director makes rescue work impossible as it is inevitably important for everyone that the dogs to be rescued should be photographed! This order by the director of the Fővárosi Közterület-felügyelet (Public Space Supervision Authority of Budapest) dramatically reduced the chances of the dogs to get back home to their masters and to get rehomed.
In our opinion the Fővárosi Közterület-felügyelet (Public Space Supervision Authority of Budapest) purposefully hinders us in rescuing dogs, causing thereby indirectly the death - extermination - of masses of dogs. The prohibition of making photos hinders the animal rescuers in being aware of the dogs at Illatos út and in organizing their work, that will end up in the extermination of hundreds of dogs.
In our opinion it can be deemed as knowing participation in the torturing of animals, if someone contributes to even one dog dying!

NOIR
Noir was left on 3 November 2007 tied to a lamp at the Budapest University of Veterinary Sciences by her "master". There was a tumor that big as an infant's head with bleeding ulcers on her mammae. From the pain she tried to gnaw it off. She was that thin that was merely a big head and there were so many fleas in her and she was so dingy and uncared that the vets were shocked something like this may happen int he middle of Europe in the 21st century. All her mammae had to be removed, she had a very big operation. but she recovered. Many unknown people joined forces to help her: an unknown lady paid her operation costs, another one undertook to care for her int he first two weeks following her operation and a third took her thereafter, took her to radiation treatments and when it was time to find a final home and she was to put home seeking ads for her she told she would be unable tol et her go. We all believed that her life is "ont he way", but new problems arose: her vision started to worsen. In the beginning the master took her with us to the opthalmist and followed the instructions, but later she stopped administering the medication and overjudged the vet. Finally we got Noir back almost blind and witha brutal otitis that needed 4 months (!) to cure: she said we shall either take Norci or she will take her to the vet to put her down. Of course, if someone has "so strong arguments"... we took back Noir naturally. What has happened to her was a great shock for her, as she was thrown away by the person whose love brought her back in life. It took a long time for her to process it and to recover both mentally both from her otitis. The opthalmist, Prof. Univ Szentgáli said that her vision on the one eye can still be saved. On 10 May she made an US- examination of the eyeball and found that ont he left eye there are no alliations behind the cataracta. If the eye lense is replaced by a plastic one, her vision can be betweeen 70 to 80 per cent. We collected the money for the lense, ordered it from France (it can be purchased from there only), paid for it, and today we got in our hands. It cost EUR 150.
The vet costs (operation and post-operative treatment shall be around HUF 150 Th, the medication between HUF 15 to 20 Th. We do not use to make public calls for help but now we are compelled, as if we don't get outer assistance it is very unfair to the other dogs to spend so much - about the price of 20 neutering operations in aggregate - for one dog. It shall curb the others from their elementary veterinary care, not to speak about spaying, prevention, anti-warm and tick treatment, etc. We cannot, ont he other hand, let her to her faith, either, as she had received so much bad already, and showed such a strength and wish to live!
We ask those, who can contribute to her operation costs, to help! Our undertaking is very hard also without the financial side: int he first thirty days following the operation we have to go for check-up EVERY DAY. In the second month every second day, int he third month twice a week, then once a week...

Following her recovery Noir is seeking for a home:
Noir or Norci is a 6 to 7 years old neutered black mix girl of middle size and a weight of aproximately 16 kg. She does not allow other animals to go close to her bed where she collects and stores her fortune (bones and toys), but otherwise, if they are not suspicious of wanting to steal her assets or food (she WOULD NOT share in food), she is friendly with them, be they cats or dogs. She, however would be very happy to be the only dog of the family, and does not really need an animal companion. She needs her MASTER above all. Anyhow, apart of jealousy, she can be made accustomed to other animals, and be the second dog of the family, only the habitus of the other dog then should be calm and quiet as hers.. She does not play with other dogs, but does not banter, either. If she is let in peace then there is no trouble at all with her. She can be kept together with cats, only the cats should not jump on her head! Due to her vision problem (she is practically blind already and her residual vision is also decreasing day by day) she wants piece more than anything else. She like to have her own way, and is a little stubborn, but is willing for compromises. She is a big lover of her stomach, too. She prefers human company, and children too, if they approach her with respect, respecting her privacy as well. It is very important for her to be loved, and to get her daily dose of patting. She gives lots of love in exchange. Noir shall be in a health state suittable for adoption around September. We are waiting for those, who would like to give her a home! She would like to make acquaintances!

About Us
Our society, the "Állat és Ember" Állat- és Természetvédő, Szabadidő és Kulturális Egyesület has been established by animal welfare activists for long time involved in the protection of animals, either individually, or as members of other organizations. Our founding meeting was held in July, 2007, and we were registered as a public utility organization in December, 2007. We commenced our common work in April, though: in the first half year of our operation we rehabilitated and re-homed 56 dogs.
The majority of our members live in the 15th District of Budapest, or its vicinity. Accordingly, we try to help animals in need in this and the neighbouring districts, and also in Fót and Dunakeszi, which are settlements close to us, but if we have free capacities, we take animals in urgent need from dog ponds from the whole country. We thus took animals already from Marcali, Várpalota, Jászberény, Szombathely, and Pécs which are at the far ends of the country.
We have no shelter and do not intend to set up one, but we take over animals from shelters, develop the social skills of such animals, as lots of them are in lack of that, and undertake their rehabilitation. We assisted the Budaörs Shelter before, but from 2008 on we support the Vác Shelter and take dogs for long times in their care being problematic for the one or the other reason (e.g., behavour, health), or requiring individual attention.
We work with foster families, which means that the animals in our custody live in our members' homes. Our experiences prove that animals who have formerly lived with foster families, more easily adapt themselves to the adopting family, and they get accustomed to the new conditions in a much more problem-free manner, for they know and obey the norms of co-habitation. Due to the close contact with and the first hand experience of the animals in our custody, we can perform the necessary behaviour corrections too, so that by the time these animals with many sufferings in their pasts recover from their health problems could regain their trust and confidence in humans. As the dogs live with us, we manage to align the majority of their behaviour problems, or if there are still some, we at least well know these problems and can reveal them to the adopter. If necessary, we also make use of the expertise and services of dog trainer, as a member of ours is a professional one. Inasmuch as our opportunities does not allow to take to many dogs of big sizes, from other districts we take in our custody dogs of small sizes, most frequently Bischon Frisé, Bolognese, West Highland Terriers, Chihuahua, Teckel, Tibetian Terrier, Pinscher, Pekinoise, Spitz and their mixes.
We release the animals in our care to their new families only following a complete health check: that is, examination by internist, blood test, (qualitative and quantitative blood analysis, tests for contageous disease, babesia canis, Hemobartonella, Microfilaria Boreliasis, Lyme), examinations by ophtalmist, cardiologist, ultra-sound specialist, orthopaedist, etc. if needed, with the required operations made and therapies prescribed, vaccinated against Rabbies and the contageous diseases, chipped, and neutered, handing over to the adoptant the complete health documentation. If the dog needs a continuing treatment or still health measures are to be taken, then simultaneously with the adoption we hand over a “road map” accurately scheduled.
By July, 2008, we rehomed 85 dogs in loving families. Some 6 of them abroad. We are in continuous contact and on friendly terms with the adopters, mutually assisting each other. Several of them became our members.
We thank everyone who would like to assist. Assistance can be in many forms. Those living in Hungary can assist by being foster parents the most, then by transport, dog catching, making photos of the animals, placing ads, performance of correspondence and administrative tasks, and by finding supporters, and financial contributions. Those living abroad may also help us, first and foremost by popularizing us, placing advertisements and finding supporters and virtual adopters for our animals.
We make lots of common programs, excursions and always with lots of dogs.
